Current Role:
Jay joined ARRAY in August 2010 as Vice President and CTO with responsibility to:

• Lead development and deployment of new, differentiated solution offerings
• Support existing programs with thought-leadership and technical advice
• Provide Client Management for the National Security Business Unit

Background:
Prior to joining ARRAY, Jay served as Executive Vice President at Astegic Inc., a company specializing in mobile, healthcare, MS SharePoint, and infrastructure management services. Before Astegic, Jay served for 7 years as CTO of Bart and Associates Inc., an IT government contractor specializing in DHS work and the national security marketplace where he developed that company’s strategic technical vision and capabilities. This included building the business units and solution offerings around the Enterprise Solutions practice, the Product Development practice and the Process Improvement team.

Strategically, Jay performed in key client-consulting roles as an advisory enterprise architect, enterprise integration services manager and technical program manager focusing around cross/interagency integration, enforcement, and information sharing. In addition, he held management and technical consulting roles with large system integrators such as Booz Allen Hamilton and the Boeing Company in supporting Defense agencies in the areas of Modeling & Simulation and eBusiness solutions.
